How do you give homework to kids who have no parental help? Do you modify assignments? Have them complete it at school?

First, I think you need to make sure that the homework is truly a practice of what was done in class during the day, not learning a new skill. Kids should be able to do it independently, even if it takes a little longer at first to check the steps. Then, if they still can't complete it at home, make hours before and after school to help, or at lunch time. I would talk to the individual kids and set up a schedule, maybe modify assignments, meet them halfway.
