I think it's probably true. It is so disruptive to student learning to have high turnover, with each teacher having their own style and approach. It's nice to have continuity from year to year, being able to visit your previous teachers, having them give advice and tips to your current teachers. Also, high turnover rate is a product of other difficulties in the school setting. It belies deeper underlying problems.
